By a 218 to 212 vote, House Democrats, under Speaker Nancy Pelosi, won a March 23 vote on legislation that authorizes $103 billion in supplemental spending for the wars in Iraq and Afghanistan. The bill included an additional $7.3 billion for training, equipment and providing care for wounded soldiers, and totaled $124 billion with billions of dollars worth of domestic programs designed to attract votes. Although the measure calls for most American troops to be withdrawn from Iraq by Sept. 1, 2008, anti-war congresspersons and many peace groups opposed the bill, as it allows President Bush to waive the restrictions. The Out of Iraq caucus in the House, which includes Reps. Maxine Waters (D-Calif.), Lynn Woolsey (D-Calif., and Barbara Lee (D-Calif.) had initially sponsored an amendment to limit all new spending to a fully-funded withdrawal from the war, but the House leadership prevented any vote on the measure. In the end, the caucus released their members to vote with the majority when they came under pressure from House Speaker Pelosi. Consideration of a supplemental spending bill now moves to the U.S. Senate where the inclusion of any restrictions faces an uphill battle. President Bush has pledged to veto any spending bill that limits his management of the war.
