Over the next five years, the Defense Intelligence Agency intends to spend up to $1 billion to hire private contractors to both collect and analyze data for the Pentagon. The recently announced plans at the DIA reflect the trend toward growing privatization throughout government -- and especially in intelligence agencies -- under the Bush administration. Corporations hired by the government produce much of the information presented in the President's Daily Brief on national security matters. Between 50 and 60 percent of the workforce of the CIA's National Clandestine Service, responsible for the gathering of human intelligence around the world, is comprised of a workforce drawn from for-profit corporations. The Office of the Director of National Intelligence revealed this spring that 70 percent of the intelligence budget now goes to private contractors. There are growing concerns about the outsourcing of government intelligence work. Rep. Jan Schakowsky, Democrat of Illinois, a member of the House Permanent Select Committee on Intelligence said some activities are so sensitive that it may not be appropriate for the government to contract these activities out. According to press reports, many companies that are hired to work for the CIA and other intelligence agencies are headed by former employees of those agencies. Between The Lines' Scott Harris spoke with author R.J. Hillhouse, whose article titled, "Outsourcing Intelligence: How Bush Gets His National Intelligence from Private Companies," appeared in the July 31 edition of the Nation magazine. She examines the conflict of interest and other dangers she sees in the increasing privatization of work done within U.S. intelligence agencies. R.J. Hillhouse recently published novel dealing with intelligence agency issues is titled, "Outsourced." Related links:
