As March 19 marked the fifth anniversary of the U.S. invasion of Iraq, there have been extensive news reports on the reduction in violence there since President Bush deployed nearly 30,000 additional troops early last year. But new data shows that the number of attacks on American and Iraqi forces has remained steady from November 2007 through early 2008. Other news reports suggest that violence in Iraq may now be on the rise, casting doubt on repeated White House claims that the "surge is working." This news, combined with a lack of progress on reconciliation by the Iraqi government, leads many observers to conclude that the White House will not make any substantial reduction in the level of U.S. troops before Bush leaves office.

Jonathan Steele, senior foreign correspondent with the Guardian Newspaper of London, reported from Iraq, beginning with the U.S. invasion in 2003 until 2007. In his new book, "Defeat: Why America and Britain Lost Iraq," Steele lays out his view that regardless of the many mistakes made by the U.S. military, violent resistance to foreign occupation was inevitable, given the Iraqi people's history of fighting past colonial occupations.

On March 17, Vice President Dick Cheney made a surprise visit to Baghdad, where he declared that five years of war and nation-building have produced a "successful endeavor" that has been well worth the effort. Between The Lines' Scott Harris spoke with Steele about the central message of his book and the way forward for U.S. Iraq policy being debated in this year's American presidential election.

The grim costs of five years of the Iraq war include up to an estimated 1 million Iraqis dead, 4.5 million internal and external Iraqi refugees, nearly 4,000 American soldiers dead and 60,000 injured. Still, Congress keeps funding the war, now to the tune of almost $600 billion through this fiscal year. Some estimates put the final cost for the war at more than $3 trillion.

The National Priorities Project, a research organization based in Northampton, Mass., looks at U.S. federal funding priorities and how tax dollars are spent by state, congressional district, and in some cases, counties and cities.

The organization just released a new report analyzing President Bush's proposed 2009 budget, which examines the impact of spending, maintaining the president's tax cuts for the wealthy and budget cuts in four federal programs: Section 8 housing, community development block grants, low-income heating assistance and social service block grants. Between The Lines' Melinda Tuhus spoke with Greg Speeter, executive director of the National Priorities Project, who summarizes his group's report and describes the impact Iraq war spending has had on federal and state budgets.

The deepening crisis of the U.S. real estate market has had ever more dramatic ripple effects throughout the nation's economy. In addition to millions of Americans facing foreclosures of their homes, large banks have had to write-off billions of dollars in bad subprime mortgage loans, shaking confidence in the larger U.S. financial system. The Federal Reserve's decision to arrange the bail out and takeover of the multi-billion dollar Bear Stearns investment bank, stands in stark contrast to the unwillingness of the Bush administration to forcefully intervene to assist homeowners facing foreclosures and bankruptcy.

The real estate meltdown, combined with rising unemployment has fueled predictions of a severe recession. Many economists don't believe the hundreds of dollars in tax rebates being sent to American households this spring will stave off the economic crisis. While Washington uses tax payer money to bail out private investment firms, some legislators and citizen groups are demanding stricter regulations and oversight of financial institutions to prevent future irresponsible lending practices.

Between The Lines' Scott Harris spoke with Michael Zweig, professor of economics at the State University of New York, Stony Brook and director of the Center for Study of Working Class Life. Zweig examines the Bear Stearns bailout in the context of the larger economic crisis facing working men and women across the nation.

Zweig is the author of "What's Class Got To Do With It: American Society in the 21st Century."
