New Federal Regulations
Endanger Nation's Wetlands

In March, the Bush Administration announced regulations to encourage builders to compensate for the destruction of wetlands, or streams, by paying to restore or create wetlands elsewhere. The federal Environmental Protection Agency and the Army Corps of Engineers both signed off on the requirements, stating it would benefit the environmental.

But environmentalists disagree. They say the new regulations would just make wetland destruction easier, at a time when many of the wetlands around the nation have already been filled in for development. Wetlands play many critical roles in the ecosystem, purifying water by filtering out impurities, helping reduce storm surge, and providing habitat for a diversity of animal and plant life. Opponents of the new regulations stress that not all wetlands are of equal environmental value.

Between the Lines' Melinda Tuhus spoke with Julie Sibbing, senior project manager for Wetlands and Agricultural Policy for the National Wildlife Federation. She explains the downside of the regulations, and some clever, but misleading accounting by the Bush administration that makes it appear the country has actually gained, not lost, wetlands.
