Noliwe Rooks contends that if the American Dream is to have any meaning to communities of color, as well as the larger project of democracy, integrated education remains vital. Professor Rooks is the author of the new book, “Cutting School: Privatization, Segregation, and the End of Public Education,” which traces a path through pre-Civil War America, the Reconstruction South and 20th-century “segregation academies,” busing conflicts and “white flight.”
